They say British consumers cannot afford to continue subsidising expensive wind farms - and warn that current strategies could cost jobs.
The report for the Global Warming Policy Foundation says meeting targets to generate 10% of energy from wind by 2020 would push average bills up by as much as 58%, from £528 to £840.
Author Prof Gordon Hughes said wind power technology was "not very green but certainly very expensive".
"Unless the Government scales back its commitment to wind power, its policy will be a blunder," he added.
And Ian Fells, a Newcastle University energy conversion professor, said wind energy "will cost jobs".
A Government spokesman said: "Wind power is a homegrown, secure and sustainable source of energy."
